"Early White Paper" - Neighborhood Council Budget Advocates

Attached is the "Early White Paper" from the Neighborhood Council Budget Advocates.

At this time, the NCBA's are still interviewing departments and drafting individual department reports and recommendations for the completion of the Annual White Paper.

It has been a challenge with some departments this year in getting responses from them for interviews.

In addition, the NCBA's are reacting at this point, as they are not able to access the department reports delivered to the Mayor, nor be involved directly with the Mayor's budget team in the crafting of the budget.
